Voici une lettre de la secrétaire générale de Pax Christi International:

Dear Mr. Lieberman,

The Israeli-Palestinian conflict has been the main focus of Pax Christi International for many years. In conjunction with Israeli and Palestinian peace and human rights groups, we have participated in activities aimed at bringing an end to this tragic conflict. We are convinced that a just peace under the rule of law is the best solution for ensuring the well-being and security of both the Israeli and Palestinian people.
In the spirit of our commitment to peace in Israel and Palestine, we would like to bring a grave concern to your attention. Recently the Israeli military has issued an amendment to an order, effective as of 13 April 2010, that will categorise tens of thousands of Palestinians living in the
West Bank as “infiltrators”. The order is a flagrant display of injustice and will reduce thousands of people to “illegal aliens” in their own homes. It will also confine Palestinians to their villages and further sever them from vital economic, health, education, and social centres.
Palestinians found in contravention of the order could be subject to almost immediate deportation or jail terms of up to seven years. This order is in direct violation of the fourth Geneva Convention on Civil and Political Rights. Israel is party to this convention that prohibits “individual or mass forcible transfers, as well as
deportations of protected persons from occupied territory to the territory of the occupying power or to that of any other country.... regardless of their motive.”
As an organisation defending human rights and the rule of law, Pax Christi International condemns this grave injustice in the strongest possible terms and strongly urges the Israeli government to adhere to its self declared commitment to the fourth Geneva Convention and to
revoke this order swiftly. As long as our pleas fall on deaf ears there can be little hope for overcoming the gaping chasm between Israelis and Palestinians. As long as injustice and impunity remain pervasive in Israel and Palestine, there is no hope for a lasting peace.
